Convincing the trucking industry to switch from paper to electronic logbooks to comply with the ELD mandate was not easy. The mandate regulated hours-of-service in a way that the paper recording system could not.
In the past, there was no way to regulate how many hours a driver spent behind the wheel. The extra hours of driving posed a safety risk and increased the number of fatigue-related accidents.
Despite the possibility of improving safety, it was not easy to get driver buy-in. With electronic logbooks, drivers could not pass the maximum hours-of-service, which they had in the past. Fewer hours at a time on the road meant more time spent completing each job.
